On The Big Questions just now a bookie rep said that the number of betting shops in the uk had remained stable for the last 10 years. How can this be when it seems that there is such proliferation on the high street?

Clustering on the high street not proliferating overall. How many bookies do you see these days on housing estates and back streets. Low rents, machine limits and no rules stopping it mean the bookies have moved shops into better sites giving the impression there is more of them.
