Not through the 'proper' API. You can get the data in a computer-readable JSON format through the right URLs though.
Can't understand this. Does Betfair want us to go back to screen-scraping?

with the upcoming new API based on JSON it should be possible to grab the fixed-odds numbers.

The very first posting in the New API thread in the Developers' Forum makes clear the new API will support both Sportsbook and Exchange data so probbaly worth getting subscribed on there and following progress.
