I've noticed this myself many a time; i think the way they do it is somehow based on differentiating between money put up to lay a horse pre-race (keep IR), and the much larger sums generated by the IR bots. In terms of laying the field and such methods pre-race, which i do, i don't find it much of a problem; a bigger issue would be if they were putting up lower IR prices than those actually achieved, but i haven't seen this occur yet.
