No idea what it means, but get it quite often (generally when I've been logged in for a while not doing anything). Logging out and in again always fixes it (touch wood). Very poor message though.

Lori - JPL66 is right. If your session has timed out you get this message. I suspect it was probably coded by the same guy who looks after the exposure limits.
