The Association of British Insurers is a trade body w/ a interest in the value of the businesses its members have invested in rising.
This allows them to make underwriting profits even though they are paying out a high ratio of the monies deposited with them in claims. The ratio will vary from year to year but insurers' business model typically lets them have years when they will pay out more than they take in without it damaging their long-term profitability.
Obviously this body does not want the value of bf to be consumed in exceptional payouts to managers.

My pennorth re advertising in the RP wd be that bf could do it a lot more imaginatively and, even in what appears a saturated marketplace, fish out some more fresh customers.
Rather than just having a page next to the results section with 'look what you wd have won' and the bf sp prices, bf could have a column 'Betfair SP Naps Table' printed directly opposite the Koral Nap of the Day Tipster Competition. Then instead of having 6-10 of the tipsters in profit, depending on where we were in the season it wd have 15-25 or so. Every day the ad could feature a mugshot of a marginally profitable journo w/ bf (of course losing on bookies' prices) with the strapline 'we've turned e.g. Rob Hughes / Chris Nutting / Eamonn Gavigan' from a loser into a winner'.
Apologies to these journalists for taking their names off the top of my head. The competition is ridiculous as someone doing well or in a paper w / a big circulation of racing fans will have their selections' prices hammered down to the point where their performance in the naps comp suffers. Obviously how anyone does is no reflection on their tipping ability.
This frivolously suggested ad wd in fact speak to a lot of the people bf want to attract--not people who are going to game the system, who are smarter than average just on the strength of system-analysis or programming skils--just ordinary punters who want a bet at a fair price to back up their opinions.
