The BHA just don't give up trying to hassle betting exchanges

I am not surprised. 

Betfair argued successfully that they should be charged levy the same as other bookmakers, and that just because exchanges were more efficient in managing risk, and less profitable per £ bet, they should not be charged a higher levy.  Similarly their customers should be treated the same as customers of bookmakers.

Yet they now operate different charging systems within the exchange, charging more efficient, less profitable customers higher percentages based on their profit. 

So perhaps Mr Roy is asking why shouldn't the horse race authorities seek a different charging system for exchanges? 

Hopefully he wont be successful, but I do think Betfair need to join up their philosophies on charging.
