Seems that ebay are introducing variable rates of commission according to how competitive their markets are...seems they are applying the same logic as Betfair: let the easy profit skimmers pay for the market drive that brings new customers to them. Can't see anything amiss with that agenda: players who don't want to play anymore will vacate and offer new opportunities to replacements or the average recreational player will get better value for money.
And seems that Koral are removing 'best price guaranteed' in order to fund better prices for their compulsive losing customers who bet madly in the five mins. before the off.
Betting is an industry that tries to maximize its take out of the customers (at the expense of its margin) by offering diff. prices to differently price-discriminating customers. Any attempt to do this by setting diff. pricing rates is thoroughly in keeping w/ the traditional practices of the industry and consistent with its model.
It's more surprising to me that bf took so long to introduce something like the pc, given the 12 yr or so history of the company.
I don't think it's been introduced well but it's hardly the bizarre, anti-common sense move you suggest.

It was the same ex-city galoots who charged some big winners less than 5% of their profits for 7 years who decided to up it to 60% recently. Did one of them get struck by lightning or abducted by aliens? Can you imagine that eureka moment? Miss Haversham must have fell off her chair.
