I'd like to know in particular about France, Holland and Germany.
As for me I can tell that there's a ban in Italy but it's very simple to by-pass it just by changing the DNS.

Germany : not banned, number of germans on football forum.
Holland : BF took to court, to fight a state monopoly, still not 100% resolved. It's not I believe banned in the way that it's physically banned in the US (you just can't log on), BUT dutch banks are banned from dealing with BF. So if you can fund the account from a UK account I BELIEVE you can actually USE BF, but I've never tried to do that so not 100% sure.
France : WAS ok, but last year or two the French did something and it was stopped. Not sure if IP banned or bank banned or both.

In Germany you may get a message like: "Your IP address seems to indicate that you are in Nord-Rhine Westfalia. Unfortunately we may not offer you services in German language. You may anyhow proceed if you agree to use Betfair in English" (quickly recalling)
This seems to indicate that at least in that German "land" there is an ongoing issue. If I remember it correctly, there was a sentence in Bavaria (Bayern) that gave leeway for betting operators (including exchanges like Betfair) to operate.
In both Bayern and NRW the number of street betting shops is growing.

If Betfair it's ban in a country then they are required to not accept bets from customers located in that particular country and that is enforced by Betfair by blocking the IP ranges registered as located in that country. Changing your DNS won't make your IP looks like it's belonging to another country. And I doubt that the state can enforce the ISPs from that country to stop serving some domain names and that wouldn't be effective anyway because Betfair can change and provide a different domain name for customer from that country.
I believe there are certainly no problems in Scandinavian countries, & at least Portugal, Spain, Italy, Holland.

No problem using the site in Scandianavia, only thing is in Norway you can't use credit cards from Norwegian financial companies to fund your account. No problem with standard bank transfers though and/or credit cards from other countries.

What happened, if you don't mind? I HAVE been blocked before abroad and BF gave a very specific message as to why.
BF blocking people is probably up to them and if they're leant on enough legally to actually do it. A country merely saying they don't like it doesn't mean BF will ban that country happily. Like e.g. twitter being disliked in china or whatever, twitter no doubt say 'connect if you can'.
Also DNS MIGHT be the solution some countries use as a basic obstruction method, without blocking net traffic?

yes Estonia and Italy governments are using basic obstruction methods so a change in DNS works fine, I'm betting from Italy right now.

You cannot use Betfair from France, period. It is banned by BF as well as the country i am sorry to say. A few months ago BF blocked my account even tho i was living in the Philippines but had an address on record as being in France! I had not lived there for five years and it was obvious from my IP as to where i was really located.
Anyway MH13, i am hopefully going to Italy (Venice) for a few weeks soon and would like to hear from you about your experiences in logging on to BF from there please. Some time ago i tried a VPN/Proxy server from Oman which didn't work as i coudn't log in to my account. As it turned out Oman was OK anyway!

On 6 April the French parliament passed a law relating to online gaming which came into effect on the 13th May, 2010. This law prevents us from allowing customers to access www.betfair.com and associated sites from France. We are considering our options for the future but in the meantime, as a result of this change in legislation, we can no longer accept bets from France or any of its territories. Please note that this restriction also applies to customers that may have accounts registered in a different location but attempt to use their Betfair account whilst they are visiting France.
