Questions re betting

Two probably stupid questions....probably answered 1000 times already, but would appreciate any help

1. Can you get rid of 8 second delay on placing bets ? If so, how ?

2. Can you keep in-play bets once market suspended i.e. when goal scored, bet is cancelled.....
