I want to assess ratings using the second ranked as the index marker
E.g with a set of ratings thus:-
105
100
95
93
91
The toprated will have an index value of 105, second rated 100 then 95,93,91
73, 72, 70, 64, 63 would return 101, 100, 97, 89, 88
What would be the excel formula to identify the second ranked and base the calculations on it?

have a look at the LARGE function i.e. large(A1:A10,2) will give you the 2nd largest value in the range A1:A10. Should be simple enough to take the values away from that to do what you need
This should work, probably be able to shorten it though :)
=ROUND(((A1-LARGE($A$1:$A$10,2))+LARGE($AD$1:$AD$10,2))/LARGE($AD$1:$AD$10,2)*100,0)
Just copy and paste it down your list assuming the first cell is A1 and the range of values in A1:A10
=ROUND(((A1-LARGE($A$1:$A$10,2))+LARGE($AD$1:$AD$10,2))/LARGE($AD$1:$AD$10,2)*100,0)
