a bookmakers might be easier than an exchange.
It all depends on how big you want to go. In both instances the first thing you will need is a licence. marketing costs alone for this place for example I would estimate to be around £40mill+ per year |

that £40mill from mkting might be being frugal probably a lot more but it gives u an idea, and we are have not even touched the staffing and techno costs.
A basic booky website should be a lot easier / cheaper. All depends on what how many markets want to run and if its open 24/7 etc ... |

A basic exchange website, that didn't require the processing power to accomodate the more parasitic types that exchange betting currently attracts, would also be fairly simple.
