why do you want to send same bet with different account? API and betfair third party programms lizencing requires a licence for every account, doing so multiplies your licencing costs and requires a unique setup for every username.

It is possible to program a computer to do almost anything that can be described and communicated as decision tree/flow chart. The 'fit for purpose' quality of the resultant program will mostly be a factor of the sum of the programmers ability and the quality of the comunications to him or her of the required specifications.
I have been asked for such a program as you are descibing above a couple of times, and I always point out that it is likely you will be banned/restricted by most bookmaker if you start winning enough to cover the cost of writing such a program.

The problem with non-API web automation is that every time they make a slight change to their website, it breaks your program. If you are paying someone to do the changes, the cost could mount up a bit.
