Surely heavier penalties must be introduced on those that clog up the site with loads of orders.
we're getting 'upgrades' all the time and the site is worse than ever

The problem is people clogging the system with too many data refreshes.
They should be throttled.
It's no good complaining about lack of liquidity one minute and too many people placing orders the next!

Somehow I don't think it's the ones who's placing more than thousands bets an hour that is providing most liquidity.

They may be placing the bets in hundreds of markets.
BF counts every price change as a new bet.
Soft markets are sometimes almost entirely composed of bot-offered prices, with the occasional human coming along and taking the offer.
This process keeps BF open 24/7. But the bots don't make much money, so can't pay txn charge. Off-peak hours etc means they aren't heavily loading BF servers at all.
The whole thing is ridiculously simplistic.
