Does anyone know the length equivalents for nose, short head, head and neck?

What is a short neck? Raceform have it as 0.15 which is less than their head (0.2) but timeform make 0.18 which is more than their head (0.15). I would think the fact the word 'neck' is involved would imply it's more than a head.
