Liquidity 'feels' like it is down. As if people have finally realised they can't possibly win on ATR and just don't bother. But it would be nice to see the stats.
Some SIS players struggle with the discipline to not bet late any more and give back some of the money they may have won on Turftv/Racing Uk tracks or in the past. They may be feeding the big winners at the track.
How much some track players are winning would make fascinating reading. How many people are winning half a million or even a million a year on course?
The cable players would be getting matched @ 1.01/1000 virtually all the time. I stopped playing Lingfield on SIS when I tried to lay a horse two lengths down in second at 1.88 and got matched at 1.01. Of course it duly swept past. A cheap lesson learned.
Some racket this game.

think you could narrow this down a bit to liquidity being down at certain well known track in running facilities being available. the obvious like wolves, lingers, leicester will most certainly be down. others, such as newcastle where there is(allegedley) poor wifi etc may not. but overall - yes, it must be down.
