how much does it take for a jokey to fail to weigh in !!!!

got a nice suprise this morning as betfair have taken one hundred and fifty pounds from my account due to a jockey failing to weigh in on boxing day in ireland,how can a jockey forget to weigh in or how much does it cost to make them forget!! the last time this happened in ireland the jockey recieved a four day ban surely the punishment doesnt fit the crime and why are they allowed to keep doing this
