Because the bets are traditionally profitable as a whole, but on a case by case basis can be manuipulated for (sometimes extremely significant) advantage to the punter. Especially with BOG on horses.

You are almost as likely to pick 2 winners using lucky 15.Unfortunately no bookie seems to pay a bonus for this.
