Its not a loophole, it simply makes sense for them from a financial point of view.

I think AFC Wimbledon started in tier 9 , the problem i suppose would be the wages too high for those leagues and also if there were 2 promotion places they would take them , so other clubs wouldnt be happy with basically no promotion for a year , and would Celtic and Rangers want possibly close to a decade to get to the Premier League .

Had a greyhound track there, decent breeder back in day, lovely spot. Good football club too. Well worth a visit.

Massive money? They'd have less money in the lower leagues mainly due to loss of euro revenues and lower TV revenues. They'd only have larger revenues in the PL but with that comes a massive wage bill just to be competitive and little to no chance of CL.

Wrexham, Cardiff, Swansea are the 'loophole'. They'd be a bit like Wrexham going up thru the leagues paying higher wages.

Celtic and Rangers will never join the English football system, policing would be a  nightmare every game, and the top clubs wouldn't allow it, eventually if they worked their way into the Premier League and with Premier League money afer a few years, they'd be competing for CL places and then the title, and why would they want that?

Just a recycled story or thought process that will never go anywhere.
