Currently a goalie doesn't leave pitch after injury treatment, so they go down, rather than outfield player.
Plan is that team will have to remove a player for 30 seconds after restart. Not much of a punishment
Simpler to freeze everybody else's position if goalie goes down, book em if they come to touchline.

Why not have 4 quarters of 25 minutes to take into account two extra 5 minute breaks. The poor dears can't be expected to keep running around for 45 minutes nonstop without a drinks break.
