A bit precarious for players to only have 1 year contracts
How much is the salary cap going to be and what would the main aim be? If it was to bring sides closer together it would need to be a figure affordable to the smaller clubs and prohibitive to the bigger clubs stopping them from hoarding players whilst on big money. If the cap was ridiculously high meaning that clubs could still afford a multitude of talent then it would be pointless and would mean little change.
You'd still have the best players queuing up to play for the best teams but the cap would thin the teams out forcing some players to play for the smaller sides, you couldn't do what Chelsea do.
It would be a fascinating dynamic and I think would make players far more dedicated all round as although they would be free to move there would only be a certain amount of space available on each roster as the lower, more journeymen members of the squads would be forced out as the higher quality players from the better teams were forced down the food chain and into the lesser sides.
It would need to be implemented across all of Europe otherwise you'd likely see a drain on the best talent abroad.

Football is tribal. Some will turn up regardless of how the team is doing even when relegated from the EFL let alone the Premiership. More will turn up if the team is successful.
With complete freedom of movement a player could score for you on a Wednesday and knock you out of the cup on Saturday.

The wage cap could be at club level not player level so the club can pay a big fat wage if they want but the max salary of each club would be equal and at a fair level for all. No signing on fees would be allowed either obviously to stop players from being enticed to move every window.

Think of the remainder of the season as a notice period to allow teams to plan etc..

It would make things more competitive, the bigger sides would be restricted and forced to be much leaner, someone like Grealish for example wouldn't have been on the missing list whilst commanding a huge wage whilst doing nothing at City, they'd be forced to get rid of him, Sancho and Rashford are perfect examples of the beauty of this way of working, they'd be unable to sit and do nothing whilst collecting their money, theyd be forced out.

Exactly so it works both ways. Players who do well can leave for another club if they want like Isak but same players cannot just sit on contracts. Modern players want it every which way and its killing the game watching players non trying in order to get a manager sacked or wind down a contract.

There should be an incentive as well for development of youth players. x% of the players salary not included with cap etc..
