Look a the teams he's beaten at majors versus the teams he's lost to. That is not overachievement. It is nothing special whatsoever, especially with home advantage at the euros. The draws he's got are entirely responsible for any misguided sense of overachievement.
England have been one of the best in the world at beating inferior sides for a long time. They were unbeaten in 20 qualifiers under Hodgson and won 10/10 in one campaign. It is not a barometer of where they are vis-a-vis the top sides like Brazil, Spain, France. They can't seem to hold their own in midfield against top sides and generally get dominated. But they took the lead very early against Croatia and Italy. Perhaps if they take the lead in the second half they might have enough to hold on.
