I'd imagine it's the big clubs driving it, wanting to create a bigger TV market to share amongst themselves. The smaller domestic clubs/leagues might not stand for it, but they need the big clubs or their TV revenue is toast. Can't imagine fans will be happy about it tho.

This would affect all the smaller clubs as well as they would also be losing weekend fixtures to midweek for when they play whoever the big 4 are at the time, all the national leagues need to give UEFA the V sign if this gains momentum as there competitions should always be an add on to the national leagues but as everyone knows UEFA and FIFA just seem to be power grabbing all the time creating more competiions, creating more fixtures, increasing the number of teams in competitions and wanting bigger and bigger slices of the financial pie.

One of the main issues to something like this imo is you'd need to set it in stone many years in advance, because every domestic TV deal in Europe (or the major ones at least) would have to be sold with it in mind. How far in advance are they all sold, and it's not like they are in sync. But the likes of Sky and BT aren't going to pay as much if lots of the big games are on week days rather than weekends, it devalues the domestic rights, in itself this will create a problem, but actually syncing all this and preparing for it to be happen would be an absolute nightmare imo.

Also the idea is all domestic games would work off same number of games, another thing unlikely to happen. Carabao Cup would have to be scrapped which I assume is unlikely to happen. Juventus CEO Agnelli has talked about this where domestic leagues would all be like 16-18 teams with 1 cup, but it will be very hard, re: impossible I imagine to get England on board with that.
You certainly couldn't just add 8 games to the top English sides schedule without something giving, I don't imagine there's even the space to do that across the season atm.

In many ways fans will be against, but in others ways it would be much easier for fans to go away days in Europe if the games were at weekend, much tougher to go to a lot of games right now when you need 2 days off work to attend.
