A proposal to scrap 45-minute halves is to be looked at by football's lawmakers to deter time-wasting.
Instead, there could be two periods of 30 minutes with the clock stopped whenever the ball goes out of play.
Lawmaking body the International Football Association Board (Ifab) says matches only see about 60 minutes of "effective playing time" out of 90.
The idea is one of several put forward in a new strategy document designed to address football's "negativities".
Another proposal would see players not being allowed to follow up and score if a penalty is saved - if the spot-kick "is not successful", play would stop and a goal-kick awarded.
Other ideas include a stadium clock linked to a referee's watch and a new rule allowing players to effectively pass to themselves or dribble the ball when taking a free-kick.

my knee jerk reaction was to say the time rule sounds dumb as fk but the more i think about it the more i think i could get on board with it.
is time wasting really that much of a problem that the entire sport needs to change for it? |

would say so. plenty of lower half prem teams waste time from the first minute let alone when in front. for example keeper kicking the non existent mud off his boots on the post then taking the ball to the other side of the 6 yard box for every goal kick

Paying for 90 mins of the game and thats what we should get .. A lot of players loss themselves for long spells on an OFF DAY ..? WE are cheated as consumers as it is .. so .. clock for 90 mins play be fair for all .. the amount of subs used and squad sizes now . ... Some or most off this .. caused by clearing lines .. we were never taught to kick ball out of play its cheating as well ..its about beating opponents fair and square .. PLAYERS EARN HUGE MONEY .. AND WE DESERVE BETTER .. Penalty Idea seems more fair ...? ... passing to themselves when fair .. seems a move in right direction .. MAIN MAN FOR TEAM AND CRONIES SHOULD BE ACCOMMODATED IN STAND .. AWAY FROM THE PLAY .. MOSTLY THAY CAUSE DISTRACTION ., ?? ..LEARN TO PLAY WITH . ............FAIR PLAY ........AND RESPECT .........??MAYBE HELP IF THIS GOES AHEAD .. |

the yanks have never been happy with 45 minute halfs and no advert breaks.
the growing american market might have something to do with this and then the TV companies will be able to run their ads when the ball is out of play and then tell the ref when he can restart the game. |

One of the few things i agreed with blatter on is consistency from grass roots to the top. Time wasting is a professional problem, most amateur players dont know how long is left in game to bother with time wasting.
Yet this rule is likely to effect amateurs more. Its one thing if you have ball boys but another thing if you have to stop the clock for 20 seconds every time the keeper has to run down a hill and fish the ball out of a hedge. They could be there all day. |

time wasting isn't just about running down the clock, it's about killing the other team's momentum and not allowing them to get a rhythm or build pressure. It will still happen for that reason and it happens at lower amateur levels too albeit not to the same extent.
If they want to stamp it out they could just get very strict on it and on diving/feigning but they have never shown any willingness to address this. It is supposed to be a man's game (although you can't call it that any more), a contact sport, but they have let the likes of Busquets make a mockery out of the game. Ironically women's football is more of a man's game than men's, that sort of carry on doesn't happen and is frowned upon. If they are going to introduce video refs this should be one of the first areas they cover. No point in issuing retrospective bans for diving as it will still happen and they'll still have 11 players in their next game. I disagree with Blatter. When there are millions at stake and people's careers it is totally different to grassroots level. eg the Henry handball incident a few years ago where the world could see blatant cheating and nothing could be done about it. Make no mistake, the game has already sold its soul for money, from kick off times to ticketing, it is all now owned by corporations and this is a move to appease them further and make more money. |

Don't see the need to change 45 mins each half with added on time for injuries etc.
I would like to see the offside rule change. I think we should have no offside inside the penalty box. Will stop all the 'was he interfering with play' and very tight calls made by lino's etc. |

stadium clock has to happen because players (of the weaker team) are getting worse at time wasting, much of pulis's (and many others) success is down to reducing the length of a game like this, last night in the sebia u21 game there were lots of stoppages in the first half and 1 minute gets added on because its hot, ffs
its bad news for goalkeepers, most of whom have made an art of taking ages over goal kicks etc |

I've got a 10 point plan to improve the English game.
1) Have 1 referee and 2 LINESMEN. 2) If an attacker is beyond the last defender when the ball is played he's OFFSIDE whether it's 1st phase or fcking 10th phase. 3) Shove video refereeing where it should go, man up and accept some things go for you and some go against you. 4) All except 1 top flight game to kick off at 3.00 on Saturday, we can have 1 live game on Sunday. 5) Give grown men the option of standing up to watch their team or sitting down. 6) In the FA cup save Wembley for the c0cking final. 7) Instant life bans for all fans taking pictures/videos of players taking throw ins and corners. 8) Allow players to discard shin pads and play the latter part of games on sh!tty muddy pitches with their socks rolled down. 9) Fans have to be in place 1 hour before kick off and will be shot if they leave before they've clapped or booed their team off the field. 10)Cap players wages at 500 quid a week and let them drink and smoke. In other words, can we go back to the 70's and 80's when football wasn't a yawnfest and REALLY mattered to people. |

changes should focus on removing the dark arts, or at least make punishments fit the crimes, not just diving which is the pundit go to winge but also all the cheating defenders do that illogically get praised by the pundits
eg last night in the germany u21 game, a handball from the defender stops a dangerous counter attack described as a "clever foul to give away" |

It has taken the clowns from FIFA 2 decades to try video technology and now they are getting giddy and trying to change everything,if they don't like the fannying about with substitutions late in the game to run the clock down then simple no substitutions allowed after the 80th minute,lets not start Americanising our game with 30 minute halfs with the clock being stopped continuously and time outs.

According to Opta actual game time last season in the Premier League show Arsenal had the most with an average of 58.10 minutes and Crystal Palace had the least with 52.33 minutes. So I'd say contrary to what a few people are saying we would actually be getting more football not less.
Don't think the penalty rebound one will come in as video replays will solve that anyway. The penalty change that may happen though is changing the order of teams in the shootouts, the bias is currently well in favour of the team going first. |

Football used to be about local lads representing working class communities.
Its nothing of the sort now. Its in the business of entertainment. Daft rules and officiating errors will ruin its reputation and harm the USP. Changes have to be made. Going back to the 70s/80s when you took your life in your hands just by turning up to a stadium is simply madness |

The Key Proposals Players can play free kicks to themselves - The only thing I can see against taking free kicks and corners and rolling balls is knowing when the ball is back in play. Goal kicks do not have to leave the penalty area - Fine Free kicks permitted with moving ball - As above, when is the ball back in play? Penalties conceded for handling back-passes - Fair enough, better than the chaos of a free kick. Penalty goals awarded for goal-line handballs - Nah. Penalty is OK and the player is off anyway. Full-time whistle only when ball is out of play - Fair enough No follow-ups from penalty kicks - Sensible. Personally, I would allow goalkeepers to come off their line if they want as long as they stay in the six yard box. Most are off their line anyway and it is a difficult law to apply. Referee to stop clock every time the ball is out of play - A massive change to the game and onerous on the ref. But, currently, timekeeping is a shambles and a disgrace. I can only blame the officials. The current system doesn't work well and needs changing in some way. Full time whistle only when ball out of play...fair enough. |

goalkeepers will probably never get used to this change, a new low was reached in the portugal/macedonia u21 game when the keeper was booked for time wasting in the 88th minute - his team were losing 3-2 at the time! think he got confused because the other team were pushing hard for another goal... |

There's still plenty of ways to timewaste while the balls in play, so it doesn't fix that side of it. A rule I,d like to see is when a player has to go off for treatment after being fouled, I think the player who injured him should be off the pitch till the in there one comes back on. Why should they have an extra player when they done the foul.

teams good at keeping possession can run the clock down but it requires footballing skill so fair enough, the opposition still have the option to press higher and closer

FIFA seem to be moving away from the idea of having one set of rules applicable throughout the game...so yes, off field time keeping is good...
No substitutions after 90 minutes would be a good one. Players continually try to stop the taking of a quick free kick. They should clamp down on that with a yellow card. Simple enough. But I think they are trying to avoid giving cards out unless they have to. |
