I put a bet on one of the sportsbook ht specials for a free kick to be scored in the second half of the Swansea Chelsea game but it has been settled as a loser. A penalty is a free kick isn't it ?.Betfair still looking into it.

Penalty kicks are performed during normal play. They are awarded when a foul that is punishable by a direct free kick is committed within the offending player's own penalty area.

I wouldn't count a penalty kick as a free kick, but according to Betfair's rules and regs, it is :

For the ‘free kick’ selection, a free-kick will be deemed to have been awarded the moment the referee and or assistant referee signal any of the following: A direct free-kick following a foul, a indirect free-kick following a foul or offside offence, or a penalty kick, but not a corner or drop ball.

Hmm, that only applies to "Quickbet" markets. Unless the rules for the particular market you bet on say something different though, then I think they should resettle your bet as a winner, and they should clarify what happens with penalties before they offer a market like that again.
