Not sure they are the worst, but a mediocre Premier League made it straightforward for them. City were hanging in there around Christmas time only to blow a 2 goal lead at home to Burnley, lose at home to Arsenal, draw at home to Hull, lose at Liverpool, lose at Burnley, lose at Palace, and lose at Man United, before starting to win again when it was all over.
Arsenal always flatter to deceive and Man United are busy with their new philosophy.
Don't think anyone else can win it so if anything Chelsea have won it by doing the best of a bad bunch.

Not been under pressure at all during the season. Last year 3 teams finished with more than 80 points and the 4th had 79, this year there'll only be one above 80 while 4th could well have below 70.
They may well be a good team (I personally don't think they're special) but what is without doubt is that this has been a terrible standard league this year.
