By denying Everton fans their full allocation for today's match and forcing hundreds of Everton fans to buy tickets in the Arsenal ends. Seems the Emirates is not fit for purpose.

Reduced because of previous flares/smoke.  So what do the Everton fans do today?  Hmmm.

Spurs fans had a reduced allocation too. Poxy stadium design given as the reason. What a poor deign for a modern stadium if you can't segregate fans safely.

Douchebags.....It's standard for a reduced allocation to be given when you get deep into the cup.
Every club does it, Liverpool, Chelsea, United....Any little edge helps.

It had nothing to do with stadium design or the previous use of flares.

I thought it was because the previous 20 Arsenal v Everton games reads P20, Arsenal win 16 D4 Arsenal lose 0 and so they assumed that no Everton fans would be interested !
