surely it will be used every time a goal is scored, or at least i hope so

Probably won't be used much at all. But that won't stop Sky pushing for more technology for offsides, penalty decisions etc. I reckon within 3 years football will be like Rugby League where nearly every goal scored will be reviewed and analysed before finally being awarded.
