if city finish second and win the fa cup, will wigan qualify for the europa league as fa cup runners up?

not only that but they go straight into the group stage, whoever finishes 5th will play 1 qualifying round and swansea will have to win 2 qualifying rounds to make the group stage

Nice for Wigan, but they could do a Birmingham and be playing in Europe and The Championship.
if Chelsea win the Europa league but have already qualified for Europe via the league is there an extra league place?
