Mt debit card was cancelled last week as it was used at a cash machine they found a skimmer fitted on. I have registered my new card, but I can't withdraw any funds because my new withdrawals would be more than my net deposits. Is there any way around this stupid rule

Can't you ring up to change your debit card details? I think I might need to do similar since my previous card has expired.

No, they dont allow you to withdraw more than you have deposited 
once you have got your old card removed then you can use the new one as long as you have made 1 deposit on it
does not matter how much you put in you can take out as much as u want
If you tell me your new card details and account number I can sort this all out for you sir

Not a problem if you are with Barclays. If you are just withdraw to the old card. Done it many times.
unders, did you check what they spent it on, did it come up with wood bets?
You can just do a "bank transfer". That should work!
