Mt debit card was cancelled last week as it was used at a cash machine they found a skimmer fitted on. I have registered my new card, but I can't withdraw any funds because my new withdrawals would be more than my net deposits. Is there any way around this stupid rule

once you have got your old card removed then you can use the new one as long as you have made 1 deposit on it

Not a problem if you are with Barclays. If you are just withdraw to the old card. Done it many times.

You can just do a "bank transfer". That should work!
