Fair enough, this is a decent and big enough game, but the Betfair In Play coupon is awash with too many obscure, low liquid games.
Icelandic reserves, Dutch women etc.

There is a company in the UK that had vacancies for somebody to use their software on their phone. Can't remember the company's name for the life of me, but they use an app on an iPhone etc - the person at the game then presses for a goal, potential pen etc - that will then suspend at the bookies, and the person at the game then clicks on their phone again to confirm what happened - e.g. no pen was given, chance was missed (if they'd suspended for dangerous play, i.e. 1 on 1) etc.
In lesser leagues (although given the nature of this game, I'm surprised it's happening today) they rely on the person in the crowd at the game, as opposed to a video stream. For English PL etc, it's possibly somebody in Betfair watching a stream - or just a better trained person on a phone! Guess the trainees are given the low matches!
Trying to find the company as I want a go at doing the job! Will post back if I find it - but they are the main (/only?) supply of automated data to bookies, and they have ridiculously fast uplink etc to ensure bookies get the info within seconds - so even a 8 second delay is excessive when betfair et al should know the suspend after 2-3 seconds, if the monkey on the phone as done a good enough job. Guess it's a safety net for if they haven't.
It's similar to Press Association Sport in the UK, who supply the data to Sky Sports News, BBC Sport etc for the vidiprinters and HT/FT updates (ironically that broke yesterday). PA Sport data is passed on (hence everywhere being broke yesteday during the error) and PA Sport send somebody to every game (Prem to Conference National). Below that it's up to the home club to phone through HT and FT updates to a special number

I have a mate who used to work in their Stevenage office, and he said the place was just wall to wall TV's with numerous sports on 24/7. And if you go past it on the train, you will see lots of satellite dishes, so I assumed they watch games from their offices.
If you look at a b365 live game in play the data is constantly updating, I presume scouts are sat there constantly clicking away to cause that, so although the match tickets are also paid for I doubt anyone would be able to 'enjoy' the game as such.
I wonder what kind of supervision is placed on it - because if somebody suspended late for fraudulent reasons, to let their mate get a bet through on Betfair etc, that would cause chaos. Likewise people 'missing' or inventing goals (Don't know if it's related, but b365 frequently give goals to the wrong team then have to void bets if they've reopened the market and people have lumped on). E.g. home team go 1-0 down yet come back up as 1-0 up so everyone lumps on the away team at 7/2 or something ridiculous when it should be odds on!
In a case like today, if it did come from scout at a match, they'd surely have action taken against them? The only other explanation may be that it auto suspended for security reasons because the PDA had weak signal that kept dropping out, so they suspend until a connection is re-established and they know what's going on.

there was one russian 1st devision game a couple of weeks ago ascore was assigned to a wrong team for about 5 minutes and a significant amount was matched at ridiculous odds close to 1000
