once they get there, even if they struggle to get there, they are seeded again.
it's all about money, and even when scotland were qualifying for world cups and england weren't, england were still seeded next time round.
FIFA and UEFA fix these draws (fix = what seeded means) so that the big countries with the biggest TV revenues will always get as far as possible in these competitions.

outpost is exactly right, it is all about getting the big nations into the finals - and yes seeding really does = fix. football is just a money making machine now.
