Not yet. If premierleague.com is up to date, Liverpool have 42 points. Wolves are bottom, with 22 points, and 8 matches to play, so they could in theory get 22 + 3*8 = 46 points. Everyone else has more points, and some have a game in hand, so can get better than that.

Yes but some have to play each other so not all those points may be available to all.
