When I say homegrown I mean born in that country, not non of this UEFA been in the country for years ballacks under 21 so they are homegrown, the players have to be born in the country to qualify.

Overtime with finances etc I think it would become

Portugal, Holland and France obviously will come into peoples equasions Im guessing..
Was ment to include Italy in the bottom list sorry TM, The nations with the economy, the money would still come out on top IMO, TM, due to the money they could put into player development and buying the best coaches. Also bigger population pools to pick from. Be like Pre CL era... odd eastern european team winning it now and again.

Spain's economy is in the **** but they have still produced the best footballers for many years now. England haven't produced a truly world class player for a long time, arguable one maybe two, whereas Spain has churned out loads, some of which don't even get in the national team because there's so many of them so I'm not sure I agree that the state of the countries economy is applicable to producing the best players. However my order would be :

Right up till say 1995, Id say in almost European Cup finals, if you click on the correct score then scroll down to the bottom it shows the team sheets with nationality. Pre 1985 almost all squads were 100% home grown with at most 1/2 players not of the home nation from where the team who reached the final had come from. Even from 1985 to 1995, at most, most teams had 2 foreign national in most cases with 9 home grown players in the starting 11. Then after 1995, most nations x11 for the CL final seem to have 4/5 home grown players at most in the starting 11's. Interesting looking at Inter starting 11 for the CL final v Bayern a few years ago, not one Itallian national.

Don't forget Maniak you would rip out half that squad tommorow if this came in as a rule..most notibaly.. Messi not allowed to play, followed by Alves, Abidal, Sanchez, Adriano, Keita and a few others, but yes, they would still have the best homegrown team by a mile for some time...but Messi would weaken them considerably in the long run...

So basically this is the same as international football except some leagues have less parity than others. Germany would suffer, as they do now, because their league is more competitive and the players would be spread out. Real & Barca would probably continue to dominate as Spain has the best national team and with their financial muscle they would probably have all the players between the two teams.
