The offside rule was not introduced in the 1925. It was changed so that there need to be two, rather than three, defending players closer to the goal-line than the opposing player, which would obviously be a major factor in increasing goals.
In 1990 they changed it so that being "level" was onside, which was the first major change in all that time. Since then the interpretation (rather than the basis of the offside law) has been fiddled with many times, primarily to deal with the problem of whether a player is interfering with play.
To return to the original question, they experimented with removing offside in the Conference once and it was considered unsuccessful.

They should add an offside line halfway into each half like they have in Subbuteo. Being offside five yards into the opposition half no longer needs to be penalised.
