I am trying to specify a formula that I can use to convert bookies odds into typical Betfair odds for football markets.

I have a formula at the moment, but it overexaggerates the price for low odds and does not increase it enough for large odds.

The equation I am using is

(Bookies odds x(Bookies odds/2/12+1)

It works reasonably well, but is not quite correct.

do you mean turning fractional odds into  decimals?

Unfortunately not, I am trying to take averaged bookies odds, and then convert them into the odds you'd expect from the Betfair site.

Bookies odds - Bookies odds = A
Betfair odds * 2 - betfair odds = B
A+B=Betfair odds.

Theres no set formula, it all depends how confident of picks we areover here.
Low odds, 1.05 etc, will be within 0.01/0.02. Odds of 1.9 could be anywhere from 1.88 to 2.25 on here. Depending on teams/form/team news.

So no formula will ever work
