Even the likes of Real Madrid and Barca are'nt spending.

Not to mention Chelsea and Man utd.

Is it just a case of money not being there?

City have inflated the market in a recession.  Other clubs won't sell much below City's valuation but no-one can pay those levels outside of City

If that's true about saving on the wages then that is the most backward thing I have seen in a while. Surely they would pay the extra few weeks wages so the player can bed in during pre season.
