the answer is in motor sports.its called hill climb! you can have motor bikes, cars, side cars etc but they must be road legal. you are timed against the clock.they have tracks throughout uk.

If you had a race the wrong way around a revolving record on a record player and propped up one end on a book or something, you could constantly be going uphill if you went the same pace as the record. Ideal for hamster racing etc. Put in some hurdles to liven things up.

I'm honestly curious, I can imagine it working for a stretch, but not a loop unless they get into complex geometrics... For instance, a spiralling track could do it, but that's still basically a one-way, non-looping track
Edit: It's not all uphill, "Towcester is highly popular among the racing fraternity, because of the sharp bends in the course, and the final gallop to the finishing post is uphill, which tests the horses and results in some unexpected finishes." according to Wikipedia
