10 seconds to see how they can win as much money as possible? Of course not. There is just a random pause in the software, found in no other round and NOT used to calculate the best way to win as much money as possible.

The calculation you're talking about would take nanoseconds, so what do you propose the other 9.99+ seconds of the delay is for ?
