How to Generate API Key outside UK

Can an expert please shed some light on the following ?

I'm outside the UK and when I access the page to generate an API key I only see access points PROD and AUS. I ever the SSOID and a Unique Application name but doesn't work.

Any ideas as to why and how can I fix ?
