If the relevant competitors or teams fail to qualify in the same round of the competition but in different heats then dead-heat rules will apply, irrespective of the finishing positions in their respective heats.

they were still betting on the event about 5 minutes ago,any  one thinking it was easy money will have a shock  with it being a dead heat

why the outcome technically isnt known until the final isnt run as if someone doesnt start the next person makes the final (unlikely but can happen). the rules were clearly there, if anyone was confused or not 100% they should have phoned bf to check
