Why is it that a country with such a vast population (well over a billion) are so poor at sport?

Just 20 medals at Olympics since 1912 which means the entire country has less medals in it's history than Michael Phelps.

Half their medals won at field hockey, their two athletics medals won by Norman Pritchard, a few 10m air rifle and other shooting medals, and a few for wrestling.
In 2012  83 (?) competitors including 14 Singhs.  Their first individual gold was in 2008 (air rifle).
Its the taking part that counts.

majority of their population are struggling to make ends meet so basically those that do proper sports come from the minority wealthy families
