I always have trouble understanding spoken English by native speakers, but to me it sounds like "would". Where did you take the information from that he used "could"?

The news is all narrative and agenda based stories with a massive unbalanced amount of non whites,trust and support for the BBC is at an all time low that's why there's campaigns to defund them
