I realise maths can be tricky, but last Tuesday was the day after a bank holiday, so a rolling average will be comparing a working day to the data of a bank holiday.

Access their health records? Ban them from visiting family? Prevent them from going away to less developed countries?

So the answer is no, you have never undertaken a risk assessment.
