The world economies are in free fall , countries in lockdown , increasing deaths and no sign of a solution .
Scientists informed the world that it was "when not if" that there would be a pandemic yet the decision was to be reactive rather than proactive .
Why didn't the people in charge listen to the experts that they are now listening to ?

Quite a nice nhs planning document for a pandemic in the link below
From what i can see the plan for PPE was along the lines of - ‘Finance’ to ensure they have spare money to buy more PPE if needed.
I suspect there will be an update to that in the 2020 version
