Someone harmlessly waking their dog in the Peak District but has the temerity to drive some miles to reach an isolated area to do so. Not dangerous or threatening the lives of others in any way. Also the complaint against a driving instructor who dared to conduct a driving lesson during the last week despite no law against more than one person in a car. Perhaps the issue was in fact someone else daring to earn money during an economic lockdown. Channelling you anger against 99% of honest citizens isn’t right. This isn’t any of our faults. There will always be 1% ****s yes but don’t judge the huge majority by these values and don’t get angry with essentially honest folk who are equally bewildered by what has happened in the world recently.
Indeed. If an individual is doing something not in proximity of another and/or in a big area day or night there's no issue at all; driving instructor tutoring a pupil could be because the pupil has had his/her test postponed just recently (and suddenly) and need the occasional lesson to maintain test standard.
Also, the pupil was probably a regular and well known to the driving instructor; pupil and driving instructor could be related and/or shared the same residence. I'd be more worried if mini-cab or Uber were still operating though given the lack of info about driver and customer/s.
A little bit of common sense should have prevailed prior notifying the authority.
