... Give them refuge and a place to self isolate, where possible,  instead of mingling in large groups in confined spaces within hostels etc.

There are retired health workers being drafted bank in to the NHS.

There must be volunteers who would step in and assist.

These people will need triage, monitoring etc.

Living on the streets means your immune system will be compromised.

Why not take care of the most vulnerable in society in a compassionate way?
