If and when people are forced into lockdown, can't sell on street corners, druggies wont be able to visit a drug den, should be oretty easy for police to spot any who try to continue!
Will they be able to claim loss of earnings and sick pay if they need to stay at home?

I thought it was funny the pictures from Amsterdam. They are shutting all non essential shops (their per capita infection rate is already about 4x higher) ... there were literally queues down and round the corner of people stockpiling .. whatever coffee shops sell. But I don't think it was nescafe.
