As there is no new virus they as suspect already here are not building said new hospital.
They are using pre fabricated buldings for the hospital. I dont know what that means but that is probably what enables them to do it so quick.
As for it being a PR stunt, I don't know. But if I was Xi, and built a hospital for the public in 6 days, I would make sure the people knew about it. He's a politician and needs to win people's hearts, he doesn't run a charity.
