Final execution of 2019 due to take place any time now (01:25)

Writ of certiorari (where a lower court is ordered to hand its case to a higher court for review) is denied for Travis Runnels.  He cut the throat of a prison officer 16 years ago.  The federal executions were due to begin this month but the courts intervened so they've all been delayed.  Next execution isn't due until 15th January.
