Do we as a society always have to find a scapegoat after a tragedy?
Isn't the tragedy bad enough without looking for someone to blame, people make mistakes in all walks of life, at the moment its the justice system, parole board, probation service under scrutiny, but Police officers, Social service bosses, health department bosses regularly get basically accused of being responsible for a tragedy. If this continues who will want to rise to the top of any organisation with the pressures and responsibilities it brings knowing that at any time you will be blamed for any tragedy usually caused by someone else.

The compensation/legal systems don't allow people to say sorry. They probably are, and this is probably what victim's families want to hear.
